    What the New MTRCB Bill Means for Your Favorite Streaming Platforms

    The Senate just passed a new bill that gives the MTRCB more power—especially when it comes to Netflix, Disney+, Prime Video, and other streaming services we all use. The new goal of the MTRCB Bill? To make sure these platforms follow the same standards as local TV and movies when it comes to content that reaches Filipino viewers.

    What’s in the New MTRCB Bill?

    Senate Bill No. 2805, also called the “MTRCB Act,” was sponsored by Senator Robinhood Padilla. It updates the powers of the Movie and Television Review and Classification Board (MTRCB) so it can now regulate content not just on TV and in cinemas—but also on online streaming platforms.

    That means platforms like Netflix, Viu, and others may soon need to submit their content for review, especially for paid, on-demand services.

    Under the bill, these streaming services could be required to:

    • Submit a list and classification of all the shows, movies, and series they offer.
    • Undergo reclassification (and possibly censorship) after release, if needed.
    • Follow stricter guidelines around content involving violence, immorality, or obscenity.

    Why This Is Happening

    The Senate emphasized that not all content on streaming platforms aligns with Filipino values, especially when it comes to young audiences. Senator Padilla said that while some Asian content feels familiar, a lot of Western-influenced shows can include themes that may clash with cultural norms—so he believes there needs to be more oversight.

    This is essentially the government’s move to make sure the same content standards apply across TV, cinema, and digital platforms.

    What Could Change?

    If the law is fully enforced, here are a few things we might see:

    • Some content might get reclassified or even pulled if it’s found too explicit.
    • Parental guidance warnings or age restrictions may become more visible.
    • Foreign streaming services might have to adjust to local classification rules.
    • The MTRCB may have a more visible role in the digital space—something it hasn’t really had before.

    Who’s in Charge?

    The MTRCB Bill also upgrades the positions of the MTRCB’s chairperson and vice-chairperson, giving them ranks equal to those of a Department Undersecretary and Assistant Secretary, respectively. That means more influence and authority at the national level.

    A Modernized MTRCB

    The MTRCB was established back in 1985—and a lot has changed since then. This bill is a response to the rise of streaming, aiming to help the agency keep up with the digital age. With more Filipinos consuming content online than ever before, the Senate says it’s time the rules caught up.
